Balances and Fixups

I played around on the server a bit and fixed some minor things.

• Nerfed STPottery rewards from $100–$150 to $50–$100.
  • I managed to turn about $800 to $1'600 in one go, so I nerfed it down.
    

• Updated The Contact to the latest Workshop version.
  • Money briefcases how ping periodically and dynamically, following the case when they move.
    

• Fixed an issue where you wouldn't receive any weapons when transporting with a phone.
